Some months are inflated by water buybacks – which seem to me very different from other grants – these I have noted on the chart as W with the value in $Millions.

  1. Given that the writing was pretty much on the wall for the Rudd/Gillard Government by the times this orgy of spending commenced; it could be construed that this may have been as much a case of pillage as pork barrelling.

    How many ALP mates &/ or donors for the next political cycle were tied to the recipients of the funding?

    If the big dollars were in water buy backs, this would clearly be VERY empowering to entities who had allocations to trade.

    Perhaps if the Solar Scientists spruiking a future “mini ice age” have better crystal balls than the BoMers,this may well have been a hell of a gift ( debt funded by the taxpayer) to any non land holding water license entity who could hold the irrigators to ransom behind the disguise of environmental flows.

    Gotta love full throttle Fabians!

  2. I am not sure if the $826million in August 2013 was due to the clearing of a backlog – or the word going out to “get yer applications in” before the Abbott Govt tightens up. Maybe persistent use of FOI might reveal the truth.
    Re the water buy backs – here is the “boilerplate text” used for several. This is just one example.
    National Sustainable Rural Water Use and Infrastructure Program –
    Murray Irrigation Limited
    To acquire water entitlements resulting from water savings generated by eligible projects that improve the efficiency and productivity of water use and management, both of and on-farm, by private irrigation infrastructure operators, helping to secure a sustainable future for irrigation communities in the face of reduced water availability. These water entitlements will be held by the Commonwealth Environmental Water holder (CEWH) and used for environmental watering purposes. $186,148,947 – 52 months

    I wonder what audits are carried out to see if this deluge of grant monies will end up being wisely spent.
    I suppose this has to be seen against the background of the loonytoon Murray Darling Basin plans to waste away more dam water into swamps and eventually down to the Murray Mouth.
